White Paper

A Statement of Policy for the Management of Internet Names and Addresses released by the U.S. Department of Commerce in June 1998 in response to comments received to the Green Paperi recommendations published in January 1998. Among other things, the White Paperi called for the creation of a global, not-for-profit organization that would eventually assume the responsibility for coordinating four key functions for the Internet: the management of the domain name system, the allocation of IPi address space, the assignment of protocol parameters, and the management of the root server system.
